HET Program
The Metropolitan Water District (MWD) funds the High Efficiency Toilet (HET) distribution program in an effort to replace older high-water using toilets with more efficient low-water using toilets. MWD normally offers a credit to the participating water agency for the amount of HET's installed. The participating water agency may offer these toilets free of charge to their customers or ask for a nominal fee (co-pay). The participating water agency may require additional funds for this program and can be obtained in one of two ways; either the participating agency requests funds directly from MWD or requests funds from their local water agency (usually as local retail agency of MWD).
Tasks
WaterWise will assume (unless otherwise requested by the participating agency) responsibility for the promotion of the program and make the appropriate preparations to ensure a successful event. The following is an abbreviated outline of the tasks involved in completing such a project. These are listed in chronological order.

• Assuring quality control of toilets and customer services
• Assuring appropriate safety measures and equipment

Marketing
WaterWise will work with each agency to determine the best method for communication between the agency and its customers and the best marketing outlet to be used. The following is a sample of ways to promote the program:
